Max RPM for Aerovee 1835

We have a Sonerai 2 with the Aerovee 1835. We are seeing 3100 Static RPM on the ground at 3100’ ASL. Is this a normal RPM to be seeing. Our book says 3600 at sea level, but the previous owner’s records state that it will make 3400 RPM at 100 MPH
 
I believe 3100 is a good number for static max sea level rpm. That's what I get on 4SP.

I will typically see around 3,400 rpm at full throttle level flight, near sea level (and it will take a few seconds to get that high). And, I believe that is the max continuous rpm for the engine. But, my IAS is around 125-130mph, not 100.

I think the 3,600rpm limitation is more for the prop. But, I could be wrong. The only time I get close to 3,600 rpm is in a dive, before pulling the throttle back.
