Is the purpose of the tab on the forward side of the aft rudder pedals - circled in blue in attached pic - to serve as a place to mount a return spring in case you decide to remove the forward rudder pedals? Trying to understand intent before welding..

Fred is right, but on my airplane that I converted to single seat, I did use those tabs as return spring mounts. Mine was a tri-gear at one time so my father could fly it.
